Look above at Ghost's sig. Click the "WinXP Post uSP4 Hotfix Installer" link. When that opens, click the "abbodi86 AIO dotNet update installer" link in that post. That will take you to Abbodi's repository where you can download the file you need.

AFAIK, the only "Update-Pack" on this board that can be applied to an existing, running XP SP3 system is the Unofficial SP4 by harkaz. All others are meant to be used to install a new system. Good luck in your endeavors.

The problem boils down to drivers for the newer hardware that will work in the older Windows OS. AFAIK, the Ryzen and Threadripper CPUs can be made to work with Win7. The APUs cannot. Have you tried my suggestion above? You should only have to manually install 2-4 updates then MU/WU should work as expected for any other updates available.
