When MS releases a new version of a hotfix, they also update the version of the knowledgebase article.
Therefore it show up in the RSS feeds. So if you monitor those, you should be good.

Depending on your licenses you can request those hotfixes from Microsoft, but I'm not allowed to use my company licenses for those requests without prior approval, so I can't help you with that.

And I've update the list above to include the KB articles I found since I posted that list.

It's a known issue.

This article from the Shavlik Knowledge Base says there is an updated version of the scan engine available for their commercial products that fixes this issue, but I was unable to find one for the free version.

If you're going to include Jet hotfixes, you should first include the most recent Jet service pack: Jet 4.0 SP 8.

I checked, and all filenames in that service pack are also present on my XP SP2 CD, so it should be possible.
