When MS releases a new version of a hotfix, they also update the version of the knowledgebase article.
Therefore it show up in the RSS feeds. So if you monitor those, you should be good.

If you're going to include Jet hotfixes, you should first include the most recent Jet service pack: Jet 4.0 SP 8.
I checked, and all filenames in that service pack are also present on my XP SP2 CD, so it should be possible.
