Complete files suddenly becoming incomplete

I have 4 Partitions on my SAMSUNG F3 HD103SJ 1TB hard disk(C,D,E,F). The problem only happens with the E: Drive(232GB). I was able to change my MTU using TCPOptimizer which i downloaded from speedguide.net. But still the speed didn't improve.

Now i am sure the ISP deliberately did something so that the users will get less speed then they were getting.
