When user32.dll conflicts with hhctrl.ocx, KB935448 will fix those problems. If it is anything other than hhctrl.ocx, like shell32.dll, it is the result of some sort of theming that uses modified system files. Each hotfix has a gdr and a qfe folder but both of those files are from qfe, as can be seen in the file's properties.

Am I not supposed to have qfe?

The hhctrl.ocx in 935448 is the same version as the hhctrl.ocx in 928843, 5.2.3790.2847, but they are different files with different sums. So you shouldn't pay attention to the version. Everything seems to work fine for me.. including USB. Then I realized I didn't want to redo everything so I went back to my install that i've had for almost two years.

I think 918005 USB update is missing a catalog which is why it is saying the files aren't signed. svcpack.inf has a line for 918005's catalog file but I looked in the svcpack folder and there was no KB918005.cat/KB918005.ca_.
