Have you tried booting into safe mode and deleting it from there?

You can also try unregistering it first.

regsvr32 /u flash.ocx

But seriously, why not just format?

I just had this problem as well. Try going to the file properties, security, advanced, permissions, and give full control over the file to every name on the list. Then try to delete it again.

Go to security properties. Click on advanced and look around in there for something that is disabled.

I don't remember the exact location but you want to remove the one that says disable on it. You also want to make sure Everyone has Full Permissions. After that you can delete it.

I did this from within BartPE but it may be possible to do it within windows.

Or you could read the instructions on how to uninstall flash here.

You download the uninstaller and run it.
If that doesn't work, there are step-by-step instructionshere.

I have this problem, too. I can not delete it even after a boot from a CD (Bart's Preinstalled Environment (BartPE)). I feel it is a problem that is because tha full file name is too long. I always have to format that partition, and yes, maybe I have to make to a partitions (Win and Data).
Adobe uninstall prog is all right, but one plus step at reinstall.

i never had such problems with RyanVMaddonpack 2.0.5 and older, the uninstaller only uninstalls flash from my working OS, not from a different folder

I've tried cut and paste to delete and that wouldn't work for me. But in bart pe if you remove the deny setting it has in there and give Everyone full access you can delete it. I've done it many times. And it is not caused by the integrator or updatepack. It is caused by flash itself.
