HOWTO: covert .CAB ADDON to single .EXE (silent) Installer

I would like to know how I can change the contents of a .CAB add-on, so that I can create a SFX archive of it.
I already nLited my stuff.. but I didn't integrate .Net 1.1+2.0 because I didn't wanted to use the .cab version, thought there was a .exe version on the net as well.
But for Dutch language there isn't..
There is a .Net Framework 1.1+2.0 cab addon here
Now I'd like to change it into an exe.

This doesn't have to do with Dutch language so I thought I post it here.

Why change it to an exe? You DO know a cab file is an archive that you can open with WinRar or something?? Not being offensive but did you poke around a bit before asking questions? Just open the cab, and extract all the files inside the folder svcpack and there's your exe!!
