If you're going to include Jet hotfixes, you should first include the most recent Jet service pack: Jet 4.0 SP 8.

I checked, and all filenames in that service pack are also present on my XP SP2 CD, so it should be possible.

It's now a v2, but I don't know what's different.

These are new released articles. However the buids which are tested are older. I added them to the list anyway.

The article is kind of misleading, because it gives the suggestion that it only applies to the 64 bit version of XP, but the following lines say it all:
Installation instructions
1. Log on to the computer that is running a 32-bit edition of Windows XP by using an account that has administrative permissions.
2. Install the updated version of the File and Settings Transfer Wizard.

For what it's worth, I'm not going to actively pursue .NET hotfixes. If someone wants to get them and send them my way, they're welcome to, but I'm not going to request them. Also, hotfixes which supercede KB886903 cause issues. Apparently Automatic Updates/Windows Update don't recognize that the hotfix is superceded and claim that KB886903 must be installed. However, since the existing file is newer, it's never replaced and Windows continues to pitch a hissy fit. I've been trying to get around it, but I've been unsuccessful thus far. It's enough to make me just say screw it.
