The additional amount comes from optional tools which were updated but aren't required for normal day-to-day XP installations. Stuff in the Support folder, et cetera. We've been through this a few times. I have personally compared the actual .exe of the SP3 which is on that .ISO to the standalone .exe you can download, and they are identical.
Also, slipstreaming SP3 to an XP source disc won't update the optional stuff, you would have to copy those over manually.
