My opinion is:
1. download Ryan's Post-Sp2 Pack, and then expand it.
2. replace files in this pack with files in your language
3. while you are doing step 2, you may find that there's many updates you DON'T HAVE. Because they are available only after you contact M$. Some guys get them then uploaded to a organization, then this orgnization releases a UPDATE PACK with KBxxxxxx.exe files. I suppose the way Ryan get these updates is to extract them from this package.
For these updates, i list 3 situation.
a) The files in your system are also ENGLISH!
These updates can always be remained.
b) The files in your system are not ENGLISH and they are what in you XP CD.
Just delete these updates
c) The files in your system are not ENGLISH and they ain't what in you XP CD.
This means there is another update, use this to replace it.
4 Don't forget editing entries.ini & RvmUpPck.inf
for entries.ini you should check if the s are correct, etc.
for RvmUpPck.inf you should make [KBxxxxxx.Addreg] correct and don't forget edit the head.
5 ms script's localization files should be added(such as jsXXX.dll - XXX refers to you language abbreviation.

maybe also exists other things. but forgive me now i can only write so much.
