What registry changes do I need for this...?

I am using OnePiece's update pack which contains IE7 already. What registry changes do I need to make in order to have:

the runonce page gone
phishing filter on
and google as default search

for ALL current users that get created when windows installs AND the default user so that all users created in the future have this already.

See I want it to be already set for every user because I am making a build for a domain computer where anyone in the domain can log on. And every time a new user logs on and uses IE, I don't want them to have to go through the runonce page.

RunOnce:

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]
"RunOnceHasShown"=dword:00000001
"RunOnceComplete"=dword:00000001

Phishing filter can be found at:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\PhishingFilter

The search settings can be found at:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\SearchScopes

SearchScopes is also in HKEY_LOCAL_MACHINE, the other two aren't and I don't know if you put those in HKLM that it will work, IE may ignore it completely. The phishing filter can also be defined via group policy at Admin Templates -> Windows Components -> Internet Explorer -> Turn off Managing Phishing Filter

I actually researched this beforehand and found that stuff but the user number is always different so how will that be for every user?

example 1 machine might have
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\SearchScopes\{380404A3-604F-4D1E-BE2B-8BCAFED42D0A}]
another on another the {380404A3-604F-4D1E-BE2B-8BCAFED42D0A} would be completely different and if I added that key it would not do anything.

Anyway I found a different solution though that allows me to change the search from group policy by making it the only choice of provider.

Some reg tweaks will be reset unless you edit ieuinit.inf in the pack.

Where it has:
