You don't need it with the latest version of the update pack (v2017-06_2).

Could update time zones and certificates, but they're easy file replacements. You can pull the files out of the POSReady addon and directly replace those in the source after integrating the update pack.

5eraph - How do you update the timezone file(s)? In AMD64, I'm only seeing TZCHANGE.EX_, but in XPSP3_QFE_POSReady_Addon_20180520_5er I see tzchange.exe, tzupdate.inf, and windowsxp-kb4020322-x86-embedded-enu also has a tzchange.dll.

I did extract the root updates without issue, compressed them with this:
cabarc.exe /m lzx:21 n c:\rvkroots.ex_ c:\rvkroots.exe

and then overwrote them in AMD64 after integrating your last pack with RVM.

The only time zone file that you need is tzupdate.inf from the POSReady addon. It is created by a script I run after installing the latest time zone update to an unaltered Windows install in a virtual machine. Rename the INF to TimeZone.inf and replace the file in your source.

You can edit line 5 to match the x64 source file if you want, but it's not strictly necessary.

That does not install the update: the INF file is technically a registry hive. To make it "right-click installable" you could try replacing the first 5 lines with the following code. I can't guarantee it will install correctly by this method, though. If a time zone being updated is one you're currently using then you may need to change your current time zone a few times to make it stick, because a copy of the one you're using is stored elsewhere in the registry. This method also does not remove obsolete entries added by previous time zone updates.
