The hhctrl.ocx in 935448 is the same version as the hhctrl.ocx in 928843, 5.2.3790.2847, but they are different files with different sums. So you shouldn't pay attention to the version.

I was planning on releasing 2.1.9 at the end of this week (since MS has already said there will be no other security updates released this month, not even MRT), but with all the problems reported, I think I'm going to wait until next week to see if they re-release the fix. They've done that in the past for buggy security updates.

$100 says those complaining of no boot and other serious problems are the same people who altered their system in a negative way like http://support.microsoft.com/kb/909444
That one wasn't re-released. It was not caused by the hotfix.

When user32.dll conflicts with hhctrl.ocx, KB935448 will fix those problems. If it is anything other than hhctrl.ocx, like shell32.dll, it is the result of some sort of theming that uses modified system files. XP themes don't modify system files, so this is purely a result of a third-party. AVG was failing in those systems with modified system files with Brico packs.

Well, it's not so much a bug as just a memory address conflict. So it is unlikely that they will re-release 925902. They will, however release 935448 as a part of Automatic Updates.
