[Release] Hacked syssetup.dll

This keeps the OOBE wizard from launching after GUI setup before the first login. A nice touch so that stupid music doesn't start for like 3 seconds and then turn off. DLL is build 5.1.2600.2659.

Well I've customized music.wm_ and intro.wm_ so I guess I won't be needing this one!
