in COMPONENTS_REFERENCE.pdf from SP4 Components Reference
in page 7 says that KB2564958 is included.
I dont know why a fresh install of sp4 want this update again.
Maybe they change something in newest updates or is a 2nd version.

The txtsetup.sif is normal.
