When user32.dll conflicts with hhctrl.ocx, KB935448 will fix those problems. If it is anything other than hhctrl.ocx, like shell32.dll, it is the result of some sort of theming that uses modified system files. The hhctrl.ocx in 935448 is the same version as the hhctrl.ocx in 928843, 5.2.3790.2847, but they are different files with different sums. So you shouldn't pay attention to the version.
