the reason why i asked for this addon is because the download link is down, for the last 2 weeks i have trying to download the latest version but nothing downloads.

I just checked using IE7 and the downloads are all working fine.

You don't have permission to access /NR_KLM225_Addon.rar on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

hmmm... very odd. Maybe your ip is on ryans blocklist for some reason. What browser are you using? Maybe try a different browser as well.

Works fine here as well. You could also try using a proxy maybe? Not sure if that would help or not.
